Luke Sullivan Director

Following a 16-year career in Westminster, Luke joined Headland in September 2024 bringing with him a wealth of experience and insight into the operations of government, parliament and the Labour party.

Having worked for multiple chief whips since Gordon Brown was Prime Minister, in 2021 Sullivan was promoted to be Keir Starmer’s Political Director, responsible for managing the Labour leader’s relationships, including with the front and back benches, the trade unions, and Devolved Administrations. He was also critical to Labour’s parliamentary and legislative strategy.

Sullivan went on to be a central figure in Starmer’s team which renewed the Labour Party and delivered an election landslide at the 2024 General Election. On his decision not to enter Government, the Prime Minister issued a statement praising Luke for having “played a vital role in our project” to get Labour back into power. “I’d like to thank him, and I hope he’ll continue to be a big part of Labour politics whatever he chooses to do next.”
